As of 8 November 2018, the interim process for handling BMSB (Brown Marmorated Stink Bug) fumigation has changed in respect of LCL/FAK containers. FAK containers will now either have to prove that all shipments have been treated offshore (or do not require treatment), otherwise if a container includes a Target High Risk shipment, the complete container will be directed for treatment upon arrival in Australia. If a shipment is treated offshore by a Quarantine-approved provider, that provider has the responsibility of sending the Fumigation Certificate to Biosecurity in Australia.
Target High Risk goods shipped in non-enclosed containers (Open Top, Flat Rack, Bolster) must be treated offshore prior to shipment. Goods shipped without treatment will be declined entry into Australia.

- Japan (heightened vessel surveillance will be the only measure applied).
